Bring a large pot of salted boiling water to boil. Add penne and cook 5 minutes

Add broccoli and cook 4 more minutes until both are al dente. Drain and set aside

While penne and broccoli are cooking, heat oil in a large non-stick skillet over medium heat. When hot, add garlic and sauté, stirring constantly to prevent burning, about 1 minute

Add broth and raise heat to medium-high. Bring to a boil and cook 5 minutes, stirring constantly, until reduced by about ?. Remove from heat and add pasta, broccoli and lemon zest, tossing to coat. Add pepper and salt to taste. Top with freshly shredded parmesan cheese and serve immediately
